Merchant requirements

MRP - MasterCard Registration Program for high risk business. Each registration cost is $500 annual fee. It is impossible to register MID per MCC. Each merchant/URL must be registered separately.

Dating, MCC 7273 (is possible also 8641)

The following information must be provided by merchant to Financial Institution during onboarding process:

  1. Company must be incorporated in European Union
  2. Merchant must provide test account funded with credits
  3. Merchant must provide agreements with each model that has account on website
  4. Passport of each model
  5. Age verification procedure detailed description
  6. Invoices for the purchase of goods and contracts with service providers
  7. URL with company contact information and registration data
  8. One language of European Union on a website (not to violate cross-boarding license)*
  9. Each dating merchant would be registered in MasterCard with MCC: 7273 in MRP (MasterCard Registration Program) - $500 annual fee. Fee must be paid by merchant or IPSP
  10. Merchant must provide following corporate documents:
    • Certificate of incorporation;
    • Article of association;
    • Memorandum of association;
    • Shareholder register;
    • Extract from register about directors and company dated no older than 15 days;
    • Copies of passports (person who has sign rights and beneficiary owner);

  11. Policy description of how users personal data are stored and processed (for example age verification)
  12. Description of users monitoring system (IP-address tracking, countries, documents control that are uploaded by users)

    • Terms of use on the website;

The following information must be provided by merchant to Financial Institution during onboarding process:

  1. Company must be incorporated in European Union
  2. The license for the sale of excisable goods (tobacco) in each country where the product will be on sale
  3. Each tobacco merchant would be registered in MasterCard with MCC: 5993 in MRP (MasterCard Registration Program) - $500 annual fee. Fee must be paid by merchant or IPSP
  4. Description of the process for identification of customers at the time of delivery (check age 18)
  5. URL with company contact information and registration data
  6. One language of European Union on a website (not to violate cross-boarding license)*
  7. Merchant must provide following corporate documents:
    • Certificate of incorporation;

    • Memorandum of association;
    • Shareholder register;

  9. With sales over the Internet, Payment Service Provider open only BIN number for those countries where merchant got a license to engage in this activity. All other countries and payment cards from them would be blocked by Anti-Fraud system

About e-cigarettes:

If there is a sale of electronic cigarettes without nicotine fillers, it it considered as Electronic goods. If there is a nicotine in the product, the products is subject to certification as excise and requires a license and appropriate restrictions. In some European countries it is allowed to sell e-cigarettes with nicotine without any license with AML department must investigate this questions case by case.

Telecom merchants, MCC 4814, 4816

The following information must be provided by merchant to Financial Institution during onboarding process:

  1. Company must be incorporated in European Union
  2. Merchant must provide test account
  3. URL with company contact information and registration data
  4. One language of European Union on a website (not to violate cross-boarding license)*
  5. Merchant must provide telecommunication license on his business
  6. Merchant must provide following corporate documents:
    • Certificate of incorporation;
    • Article of association;
    • Memorandum of association;
    • Shareholder register;
    • Extract from register about directors and company dated no older than 15 days;
    • Copies of passports (person who has sign rights and beneficiary owner);
    • Banking details;

    • Concert organizers (if they sell concert tickets);
    • Sports clubs or their official representatives / agents who are on the website of sports organizations (for example football or hockey tickets).

  3. Merchant must provide content monitoring system that is uploaded by users / clients
  4. URL with company contact information and registration data
  5. Merchant must provide a description of his actions at the request of law enforcement agencies in relation to posted content on his websites or web-servers
  6. One language of European Union on a website (not to violate cross-boarding license)*
  7. Merchant must provide following corporate documents:
    • Certificate of incorporation;
    • Article of association;
    • Memorandum of association;
    • Shareholder register;
    • Extract from register about directors and company dated no older than 15 days;
    • Copies of passports (person who has sign rights and beneficiary owner);
    • Banking details;
    • Completed merchant questionnaire.
  8. Website minimum requirements:

Gambling, MCC 7995

The following information must be provided by merchant to Financial Institution during onboarding process:

  1. Company must be incorporated in European Union
  2. Copy of Gambling License. From the provided documentation, it should follow that the applying company is officially owned by the company holding the gambling license. Approved Online Gambling Licenses: EU such a Malta, UK, Gibraltar, Isle of Man or any other jurisdiction
  3. Copy of Gambling License from Lotteries and Gambling Supervision Inspection of Latvia to operate in Latvian market and with Latvian companies 
  4. Copy of Fraud Management Procedures (KYC, AML & PAYOUTS)
  5. Confirmation, on the Merchant’s Stationary, signed by the Director/Secretary, stating that the website is wholly owned and operated by the merchant (plus a “domain registration” document stating the official owner of the website; can be found online
  6. An ability to provide recommendation / reference / account statements from the previous bank-acquirer on the Bank’s demand
  7. URL with company contact information and registration data
  8. One language of European Union on a website (not to violate cross-boarding license)*
  9. Merchant must provide following corporate documents:
    • Certificate of incorporation;

  3. Merchant must provide AML and KYC policies
  4. Merchant must provide clear company structure
  5. Merchant must provide liquidity agreement with CFH
  6. Merchant must provide utility bill for business owners
  7. URL with company contact information and registration data
  8. One language of European Union on a website (not to violate cross-boarding license)*
  9. Merchant must provide following corporate documents:
    • Certificate of incorporation;
    • Article of association;
    • Memorandum of association;
    • Shareholder register;
    • Extract from register about directors and company dated no older than 15 days;
    • Copies of passports (person who has sign rights and beneficiary owner);

  3. An ability to provide recommendation / reference / account statements from the previous bank-acquirer on the Bank’s demand
  4. Merchant or his partner (under a contract) certificate: The European Travel Agents 'and Tour Operators' Associations (ECTAA), European Tour Operators Association (ETOA) and the International Road Transport Union (IRU), ASTA (www.asta.org), IATA (airlines)
  5. Direct access (via partner) to the CRS reservation system (airlines)
  6. Clearly stated financial responsibility in the contract with the agents
  7. Availability of travel agency forms on the web site, where customers specify their personal data, ability to store the data
